Won't start after it sets a couple of day or cold out

I need help, I have a 98 Blazer, it doesn't start after it sets a couple of days or it's cold out. I've check the fuel pump and the fuel filter and have gas coming from both. On the fuel line there is a black cap, but there is no fuel coming out of it when I turn the key. I can set and crank it and it will start after 30 minutes for doing this. It's almost like it's not getting fuel but I know it is.

Keep in mind that there are more than one GM parts vendor on the internet and prices can vary significantly between vendors (factor in shipping as GMPartsDirect.com charges ridiculous shipping/handling).
Also note that there are a couple different part numbers for the fuel spider assembly. One part number includes the spider and gaskets and another part number just includes the spider. Also heavily consider changing out the lower intake gaskets (with quality gaskets) as they are probably blown out due to the Dex-cool problems. The lower gaskets were very close to being completely eaten away at some areas. I did a '96 last summer in the parking lot of a hotel while attending school. With minimal tools on hand, I did it in probably 10hrs. It was almost an emergency as school was coming to a close and this was my only ride home.
Its funny how you posted this thread as I recently purchased a '00 S-10 4.3 4WD to plow snow with and guess what just happened when I tried to start it (its cold and rainy outside), crank crank crank crank crank crank (no start....)
Looks like i'll be orderin' up me a fuel spider and some gaskets...
***Update*** Here is the Fel-Pro part number for the Lower & Upper intake gasket set: MS98002T (this has a metal cage for LI gasket). This Fel-pro set contains all the gaskets to do the lower intake and for the upper intake.
