If the 94 steering column is anything like the s-series, then it would be possible to remove the upper and lower steering column covers and swap out the multifunction switch without removing the steering wheel. As stated above, the book procedure does state to remove the steering wheel, same as the s-series repair procedure. In the later s-series columns, there is one screw that is quite difficult to get out with the steering wheel in place, but it is possible.
I would pull off the steering column covers and have a look at it.
