Stalling Problem
Where is the fuel? On top of the throttle blades? Down inside the intake (you would have to open the throttle blades to see into the intake?
If it is either of these, then your problem is likely a stuck float which is not shutting down the flow of fuel into the fuel bowl on the carb.

That is odd...
Do you know what model carb is on it? Can you take some pictures of the carb?
To be running fine and then not after you ran out of fuel just does not make any sense.
If you can take some pictures that might help identify the carb as well as some pictures showing your concerns about this "1/8 inch of fuel", that would help us out greatly.

that is the carb i have, it looked like the 2 jets towards the front of the truck are not shooting any fuel,the rear ones look like they are just pouring out.
