Did you check for power at the starter with the ignition switch?(have someone turn the key like you were gonna start it)

it has power, the starter spins when the ignition is turned on but not when you trying to start it you have to do it by hand, its like its not engaging

are you saying that the starter will not engage to the flywheel? Use the Shim!

The ignition isnt even controlling the starter. im bypassing the ignition switch by hand and its spinning but isnt starting it. the solenoid and the starter are new.

If the starter spins but DOES NOT engage with the flywheel to turn the engine over, the clearance is off and you have to use a shim or two to pull the starter away. But if the starter is just spinning and the bendix isnt being thrown forward then theres a problem with the starter/solenoid

If the starter is too close to the flywheel it will just spin because it cant mesh with the flywheel teeth to turn the engine over
