Default 1989 gmc jimmy electrical problem

I have a 1989 full size GMC Jimmy with electrical problems...
First off my voltage gauge stopped working and then the gas gauge stopped functioning. Repeated replacement of gauge fuse in fuse box with numerous shorts and only gauge currently working is speedometer. Soon after Jimmy stopped starting… Upon testing, voltage regulator in alternator is bad as well as a bad battery. I removed the instrument cluster to inspect printed circuit board and no signs of short except one light bulb is burnt out.
Question… Can a lightbulb in instrument cluster short entire cluster? I know I need to replace alternator and battery, Clean instrument cluster of dust, and replace lightbulbs in cluster. Don’t want to reinstall instrument cluster and have the same problem... any suggestions of why the gauge fuse keeps shorting? Is it the lightbulb?
