Default 1998 blazer brake bleed issue

I have a 1998 Chevy Blazer 4x4 and I bled the abs with a scan tool and then bled the brakes with the two-person method. After all that, the pedal only builds pressure while the car is off. Once I start the car the pressure goes away completely. Any idea what it might be?

Were you bleeding the brake with the engine off and then when you turn the engine on the previous hard brake pedal drops to the floor?

Doesn't build pressure means that the pedal falls to the floor or you apply brake pedal pressure and you have no stopping power even with a firm pedal?

A firm pedal with stopping power when the engine is off but a firm pedal with no stopping power when you start the truck. I got nothin'.
