Default Engine/tranny "drag"

So recently I purchased this 1997 Blazer 2door off a buddy of mine. The engine was recently rebuilt from the ground up (4.3 V6 bored .030 over). Ive put about ten thousand miles on it. In the past few weeks Its been having some issues with the tranny "dragging". When I floor it, The RPMs go up about where they should be but the tranny doesnt kick in until youve held the pedal to the floor for 5-10 seconds. It kicked the code for both o2 sensors but I replaced them and it seemed to get worse. Im not getting any codes now and I dont know what it could be. Maybe a Cat or an EGR valve. Anyone got any ideas?
