Default Fuel pump problems

My dad installed a new fuel pump in my 2000 4x4 blazer. The vehicle will start up every now and then but is not consistent expect for the fact that after you run it for about 5-10 and try to start it again it won't start. When I turn the key (not cranking it) the fuel pump won't prime! What might be the problem?

what brand did he get? if he got a local aftermarket thats the problem. Buy only AC delco or delphi at the dealership. Ive replaced too many aftermarket pumps due to being weak out of the box, dead or dieing after a month.
