Default heater blower issues

Ok so i replaced the heater blower and it works great! I replaced the heater blower resistor thinking it would help the low, medium blower speed and it didn't... the heater blower motor only works in high... my low and medium doesn't work even after replacing the resistor... i have changed out the low, med, high switch on the dash also... whats the problem?

i think ive replaced about 7 resistors within the past years on a few different makes and models. and probably half ive had to try 2 different resistors. i dont know whos building these things but they are not doing a good job. wouldnt hurt to get another one and try again
