What you are measuring is not tire or rim size just across the outer rim diameter - for tire size it's across the center hole of the tire from bead to bead - so your rim's are 15" and $150.00 and up is about normal cost for a new rim

Two of them had the spare mounted inside - drivers side and were donuts, third had a external rear mount and was full size
Depending on where the dry rot is and how deep, the sidewalls in the two pictures you posted I don't see any thing to be concerned about ....

The top picture was one of the new ones, only about 500 miles on it, the second one is one of the older ones, I’ll try to get pictures of the dry rot tomorrow.

I thought the factory size was 235/70R15?

I just now happened to have my decoded RPO codes and mine came with a full-sized spare.

All three of mine were 1st Gens so that may be the difference

I should have been more explicit; my 1999 came with a full-sized P235/70R15 stowed under the back bumper on a steel rim.
