I have a 98 zr2 blazer and I can't seem to find the block heater. Is there a good chance that it might not even have one? Where are they located so I can check for sure? Thanks.

block heaters are extras possibly yours dont have 1 unless a previous owner has requested it when he bought the truck

So if there is one, where would it be located?

if its was added at the factory i believe it is attached to one of the freeze plugs on the drivers side. Not positive though i would have to look at mine. There is a very good chance you dont have one. The majority of them dont unless they were sold to a cold climate area. Mine was originally sold in canada which is why i have one.

id check near the grill or the wheel wells under the hood

You gotta put one in like I did.
The line above the oil lines is for the block heater. You knock out the driver side freeze plug & install it there, then just run the plug out by the grill. This is the '00 Jimmy engine I put in my '89 S10 Blazer:
