Default Dashboard lights up like Christmas Tree

I have a 1999 Blazer ZR2. Is it normal for the instrument cluster to go into lamp test mode after the engine is started? It does it once when the ignition is turned to run and again after it is started. Just wondering if I have a quirky ignition switch or the problem lies elsewhere.

I do believe this is normal... I don't normally wait for it to happen the first time, but it always happens when returning to run from start.

I think it's normal my blazer does it also. (I hope it's normal)
