they're just for looks unless you get one with a resonator in it. even that dosent do much, it just kinda smoothes out the tone.

It all depends on the tip. If it just slides over the end of the pipe and gets screwed on then it is probably just for looks. If you have to cut some of your pipe out to make it fit under your truck then chances are that it will change your tone to an extent.
(Take a look at some of the full sized trucks running around town. Many of them will have tips that are about a foot long and 2.5 to 3 inches round. Listen to the way they sound. If you like it just ask what they have for exhaust. Many will be just the tip with factory setup. Some may have removed there muffler all together. Just keep in mind that most of them are running V8's so anything smaller will likely have a higher and quieter tone.) Not much can be expected from a just a tip.
Changing the muffler on the other hand can make serious changes to the tone. Good or bad depends on the muffler and your taste. Most exhaust shops offer Flowmaster mufflers. Even a cheap one would change things up.

it also depends on whre your exhaust ends, and how it ends, without the tips...for instance, if your actual pipe ends well under the truck, adding a functional tip that is, say, 3" around and 2 feet long, will give it a deeper sound...

That may be but if you end it under the like I did mine then you will be able to here a lot of that exhaust noise on the inside as well. Make sure you can deal with that before you cut it off.
