I will never tow anything with a bumper. I always use an actual reciever hitch. I haven't investigated yet to see what'll have to hapen to retain my reciever but we will see.

totally possible, if the '95 is anything like the gen.2 blazers..
I have in my album pics on how i did it, much like Wolfpack discribes,
very simple to do

woops '95 is the first year of the 2nd gens... i guess my 50 year old brain is starting to slip

although to be fair, there was that pesky second variant of the 2nd gen, starting in ~1998. different front end.

To add to this post, I recently ran into issues with my body lift, bumper relocation brackets, and stock trailer hitch. I have the same hitch as pictured by WolfPack. I did make the hitch fit, BUT I had to buy a few cutting wheels and a grinding wheel. I cut where the yellow lanes are shown (make sure everything is nice and smooth,) and simply bolted the relocation brackets over the hitch.
I have a question to anyone who has done a body lift on a 2nd gen about the relocation brackets, they seem to prevent the bumper from being flush, the bumper sticks out about an inch past from where it's supposed to be because it is hitting the frame. Is there a solution for this?
