Default need help on lifting and tire sizing

im looking for an inexpensive way to lift my stock 1999 blazer. i want to run atleast 31's on it but i dont have the money to just throw a lift kit on it. any suggestions as to what to do so i can put the 31's on it?

also if i kept it stock. what sized tires would i be able to fit with no rubbing?
