05 blazer 4.3 won't always shut off

05 blazer 4.3 won't always shut off

My chevy blazer won't shut off always, I've changed the ignition switch twice and the icm, checked all the fuses and relays and the problem still occurs intermittently. Anyone have any ideas?

The next time it won't turn off after removing the key, pull the ECM1 fuse and see if it turns off and report back.
