2001 Chevy Blazer lost wire/no plug

Default 2001 Chevy Blazer lost wire/no plug

Hello I just replaced my heater core and after I reassembled the dash I ended up with an extra wire with no plug. Something keeps draining my battery so I hope fixing this wire will do the trick. If anyone knows where this wire belongs I'd much appreciate it thanks

No clue where this ring terminal under the steering wheel hooks up to any ideas?

Where does it go from there? What color is it? It looks blue. Off hand, it does not look like a factory crimp. Is it hot?
