40 grit wiring

Hey guys, yesterday I started tearing down my dads '89 S-15 Jimmy Gypsy 4.3 4x4 in preperation for some steering/ suspension/ oiling work. In the process, I discovered some wiring that looks like someone took a belt sander with 40 grit paper and went to town. The wires are on the drivers side between the brake master cylinder and the windshield washer fluid bottle and go to 2 relays just in front of the washer fluid bottle.
My question is what are these wires to and whats the correct method for repairing them? Some got ground completely in half so can I just sodder a new piece of wiring in or is the cirquit voltage/ amp sensitive?

i dont think they made to many low voltage set ups on older vehicles, maybe for like that map sensor. does everything work on your truck? my 93 has 2 i think on the firewall. one is for the a/c other is for the fuel pump. you can unplug them and see if they power anything. they could also be for a old alarm or something that isnt on your truck anymore and might just be garbage.
proper way would be to buy a new pig tail and solder it to the old wires where you can, but splicing in wires would probably be fine. got any pics?

I use the cell phone as my main net source & I'm not sure I can edit/ post from here.
The last time it ran (it was taken off the in Jan) it was rough and was only getting 10mpgs. At this time I am unable to test much as the dash and steering column are out of the truck. I'm also resealing the duct work, replacing hoses, rewiring the stereo, replacing the digi dash (again), and putting in a column thats as tight as a german virgin.
All in a days work
