Default 97 blazer dim headlights

replaced all the bulbs, checked the three relays in the glove box and the three on the firewall. Hi beams will not come on and lo beams very dim. I can hear a clicking sometimes between engine and firewall, but its not the relays. Suspect bad ground, how do I locate it?

Does it have the daytime running lights (DRLs)? And to be sure, of the relays you checked, you checked any associated with the DRL circuit, the headlight ground and DRL relay?

I know that on the 98+ there's a ground junction under the air filter box on the driver's side just behind the headlight area, bolted to the core support with just a single 10mm bolt I believe, possibly there's one on the 94-97 as well?
