Default 99 Chevy Blazer won't crank unless i pull the fuses and put back in

I have a 99 Chevy blazer, 4.7 L, 120k miles. For a while it was taking a minute to start when I put into the run position. It wouldn't crank for a few seconds and then it would start right up. The other day I went to start it and it wouldn't crank over at all. The battery is working, because I have fully functional lights, radio, etc., and the I can hear the fuel pump working (which I just replaced) when I go to start the car. I thought it may be a blown ignition fuse under the hood. Besides the fuses looking a little "burned" where they connect to the metal inside the box, they were not blown. I put the fuses back into the fusebox, and it started right up! Not even a little delay when starting. Turned it off and tried a few more times, and each time it fired up with no problem. Left it sit for a day, went to start it up, and same thing. So I figured why not try the same thing I did the day before. Pulled out the fuses and put them back in, walah! Started up again without any delay. I only checked the fuses though, I did not check the ignition relay. I don't want to continously pull the fuses to put them back in to start my car. What could it be??

What fuse are you pulling out and putting back in? Are the contacts in the fuse box charred?

The ignition A and ignition b fuse underneath the hood. I wouldn't say charred. The contact s on the actual fuse is a little brown.
