Exclamation 99 trail blazer parasitic load problem

my battery discharges enough to not start over night, ive done all the test light tests and have narrowed it down to the RDO BATT fuse and the TBC fuse i have to pull the tbc first then the rdo fuse to turn the light off. i started isolating the components on the rdo circuit unplugged the ECC unit and no change, unplugged radio no change, unplugged the guage cluster and the light went off. when i plugged the cluster back in it started to blink slowly and the guages kept jumping. when i re connect the battery everything goes back to normal. at one point i was even getting a parasitic load on the atc fuse but now tha has seemed to disappear. im at my wits end with this thing please help!!!
