Default blown fuse

Hello to all the people out there that may or may not have had a fuse that every time you change fuse it blows and becomes trash i checked with a,dc volt meter and get a reading of ( 11 ) this is a heater fuse which is rated for 20 amp fuse

I could be wrong but im thinking that i might have an exposed wire that is making contact and grounding things out if anybody out there that can assit please by alleans give me all the info possible thanks.and.all have great and safe holidays ahead bsafe
