Fog Lights Inop, Headlights Staying On

I just started working on a few repairs to my 99 and have run into a roadblock. I wanted to disable the DRLs, so i did the did the relay fix, but it appears my headlights are what is constantly on. Im not sure if the switch Ambient Light Sensor is bad or not (when its hooked to a scan tool it shows "light"), but my fog lights are also not working. What i don't know if the two problems are connected or are two separate issues. I can get the fog lights to operate when i apply a ground to the relay directly as well as the BCM connector directly. I guess my question is has anyone had a similar issue and is there a way to resolve it without replacing the BCM? all i want is to be able to control my headlights manually, the fog lights would be a nice bonus.
