Default Fuse gets hot, power locks do not work

This fuse blew before. Ordered another one at the dealership I go to. This one gets hot enough to burn off fingerprints. It's the one that controls power locks, power seat and something else. I see that to unlock the tailgate (both glass and tailgate lift) I would need to remove the panel unlock it manually.

Where is a good place to start looking for a possible short or frayed wire connected to this? I don't have the fuse in it right now, because parasitic draw and possible fire.
