Default Headlights dim, and high beams dont work correctly

i have a 98 blazer LT 4d, 4wd. i am haveing a problem with my passenger side headlight. they all worked fine, and i installed HID bulbs and ballasts. they worked just fine for a few weeks. i noticed that after i had went through a large puddle, the the passenger low beam wasnt working (which is the HID). the high beams worked just fine for a week. i looked at the ballast, and it was soaked, so i got a new one and installed it. with the new ballast the HID bulb would flicker on the passenger side, and the driver side would work just fine. i put the normal bulbs back in and now they are all dim, and the high beam on the passenger side don't work. it is a new bulb, the DRL's are on, and they are on all the time now. where should i start, and what should i look for? thanks
