how do you align too low headlights?

how do you align too low headlights?
I fixed my headlights (pointing too high, see fix below) but now they point too low. I see a torx screw just above them, flanked by two hex screws. Is the torx the adjuster?

"On my new to me 2002 Blazer it seemed the headlights were too high. I wanted to align them before going in for inspection. I found this forum and everything I needed to fix the problem. It was all very satisfying!
PO had replaced bulbs but did not insert the lower tabs of the headlight assembly into their slots. So, following instructions found here, I unsnapped the grill (held on by clips only) and I could see where the tabs were not in their slots. On the frame behind the lights (in front of the battery) are two vertical tabs about 6" long. To remove the assembly, pull them up and it falls out. To reinstall, put it back, with the lower tabs in their slots, replace the 6" tabs, line up the clips on the grill and push it back into place. DONE! "
