Default Lazy dealership????

I've been playing with my 99 S-10 p/u. I added the switch wiring harness and the other parts needed off of my doner 2000 blazer. So all I needed to do was go to my local dealership to get the BCM reprogrammed. I had a bad feeling after a few mins of talking to the service writer. He couldnt grasp what I wanted done. Finally they took the truck in the back and hooked it up they told me I had a code B2600 and a B2647. I told him that I know cuz I disabled the drls and the auto on lights I've done on every blazer and p/u ive ever owned. He looked at me like I killed somebody. He told me the 99s cannot be programmed like that would need to buy a new BCM and have it programmed that way. He had an estimate of $650 to do that all ready for me (go figure). I told him thats funny I put these driving lights on my 2000 blazer and programmed it just fine. The only reason I cant do it where I work is we are no longer a Chevy dealership. So is there something magical about the 99s that I dont know about and the BCM cannot be programmed or was I fed bullsh!t?
