since these say driving lights shouldnt i be able to have them on at night without getting a ticket in the state of North Carolina?

It depends on where they are mounted in most states.

Most states allow for 4 forward facing lights to be on at one time.

As long as you only have the headlights and those on, you'll be fine.

Yeah, in utah they can't be more than 24" away from your headlights. And in nevada they can't be over 48" from the ground. Best way to tell is to ask an ocifer of the law.
