I was wondering if this is normal for this and if not can someone guide me to what the problem is

 

does it only happen in low light situations (dusk, dawn, night, tunnels)?

 

no they are on at all times without the switch all lights

 

Tail lights & headlights? If so, the ambient light sensor in the dash (passenger side speaker grill) may be covered or faulty. Even with the ambient light sensor telling the BCM that it is dark out, you should be able to turn the headlights off by putting the headlight switch in the park-lamps mode.
