Default Mystery Lights

I recently purchased my 2002 Chevy Blazer LS and all my dash lights work besides the ones that are suppose to illuminate the entire dash, along with the lights along the shifter as well as the lights behind the A/c & heating panel. Could there be a fuse for this? is it an electrical problem? is it the entire cluster? I changed the bulbs behind the dash and even tried a different cluster, any ideas? ANYTHING WILL HELP!
