Richard, I have a 1997 Blazer and had the same problem. If 1997 and 2000 are the same, there are two flashers to the left of where the cigarette lighter is. The left flasher or relay is for the emergency lights. The right flasher is for the brake lights. I replaced the right one and the brake lights worked. I had to take off the bottom interior trim pcs. off to get to it. The one over gas petal come off first and the center bottom trim second. Then you can get to the flashers. Hope this helps.

Did you try testing or swapping the fuse out anyway? I've had fuses go out and look completely fine, like the contact broke inside the fuse 'housing'. Usually happens with constant on/off fuses, like tail/brake lights.
