Default No electrical power on 1995 Chevrolet blazer

We just installed a new battery and i have 13 volts battery voltage and I have 13 volts going from the battery to the alternator and 13 volts going to the starter with key off engine off. With key off engine off I get no headlights or basic electrical functions that run with key off engine off. When I turn the key to run I get no radio no windows no locks no ac blower no power at all. I have no electrical power anywhere but when I test battery voltage under hood all is good from main red wire to alternator and starter. This has all happened recently after sitting with a dead battery. PLEASE HELP US!!!!

My wiring diagrams have some missing pages for '95 so I can't see the power distr layout for your year but there are some fusable link wires from either the battery or the alternator and one of those feeds the headlight switch. I see a related year where one feeds the radio and AC blower power as well. Sometimes they are on a connector block on say the firewall. I would find the fusable link wires and probe both sides looking for 12V.
