Ok there was my mistake not having it grounded, my apologies. Now 12.71DCV on both wires with both fuses installed. !2.71DCV on the large orange wire and 0.00DCV on the smaller orange wire fuses uninstalled and black probe grounded to the battery.

Only one fuse was to be removed for the second test.

Yes i was editing my last post. The 10A fuse installed and 20A fuse not installed and got 12.71DCV on both wires

Now reverse the fuses, 10A out and 20A in and measure both orange wires

Is this the 20A fuse that you are removing?

One of those measurements makes sense but the other measurement does not. I just found a wiring diagram discrepancy on the factory diagrams so that may be the problem. Please take a picture of the connector to the HL SW showing all 9 wire colors.

Here it is. I am not sure if the coloring is correct but the large orange is 2nd from the right and smaller orange is 4 from the right

OK so there is no red wire and that solves part of the faulty wiring diagram mystery but the voltage measurements at the two orange wires with both fuses pulled should both be zero and you always have 12.7VDC on the large orange wire which should not be the case, that's why I asked about the 20A fuse location. Not sure what's going on there but that should be the parking light side of the system and not related to your lack of headlights so lets ignore that for now. With the HL SW still disconnected, we need to check the black ground wire to the switch at the connector. Put both fuses back in, connect the ground side of your test light to the black wire on the disconnected connector and the probe tip of your test light to the small orange wire and see if the test light lights up. Be very careful not to cross any wires here. You may need to use a section of wire or paperclip if the ground side of your test light is an alligator clip.
