Default NO Power

I just changed the intake gaskets on my 97 4.3 blazer. When i hooked the battery back up i have no power except to the starter. No lights, guages, Key does nothing.

I double checked all the connectors.
Battery is fully charged at 12.3v
Battery Negative terminal reads good to frame and block.
The fusible link to the starter has been removed by the previous owner. 12v @solenoid.
Fusible link in the passenger fender checks out (1 foot from positive terminal).
No voltage to the ECM power connector.

There are two grounds that come out of the harness by the coil and were previously attached to the alt. This doesn't seem right to me, but it ran like this before.

Any Ideas?
