no power to license plate light

Default no power to license plate light

I noticed the light wasn't working so I put my voltmeter on it and no juice and yes the switch was on. I could wire it to the tail lights but i'd rather not. Any ideas? Also the passenger floor light below the glove box light stays on I did just pull the bulb but would like for it to work propertly. 97 blazer 4x4 4 door.
