Default power draw when all is off

2004 Blazer (6 cylinder) when car is totally off there is a 1.5 amp flowing through fuse 19 (15A) which supplies power to the instrument cluster and radio. Pulling the fuse makes the draw drop to <50mA. Any ideas out there?
