Default Rear Washer Fluid Not Pumping

1997 Blazer.

I blasted air through the line to confirm that it is unobstructed. I also replaced the pump on the washer fluid reservoir. I tested the connector and, when the switch is pressed, I am getting around 11 volts with 4ish amps, yet the pump will not pump fluid. I connected a positive lead directly from the battery, and used the ground wire of the pump connector, and the pump worked.

I also exposed a bit of the wire before the pump's connector in order to rule the connector itself out and contacted that directly to the pump's leads, but it didn't work.

What am I missing? Is the switch bad? How the hell am I reading voltage across the circuit, but no dice in firing the pump up?

I'm wondering if it's a fault in the switch.

is there a difference between pushed and not pushed?

I opened up the switch, and discovered that it was the culprit. The switch rocks on a fulcrum, and two metal rockers sit above and below the switch on their own fulcrums. One of these rockers closer the circuit to the wiper motor, the other engages the washer circuit. The washer circuit rocker had slipped off. Putting it back in place fixed the switch. I am still scratching my head on reading a voltage across the circuit with the switch broken, but the washer pump is working perfectly now.
