Unknown connection under steering wheel?

Default Unknown connection under steering wheel?

Hey guys, I was working on my parking brake last weekend and found this connection under there that's not plugged in. Anyone know what this is for? The only thing electrical that is not working right now is the power mirrors? guess I should try plugging it in and see what happens but figured I'd check first. The blue male connector is taped over with electrical tape? Oh btw, it's a 98 4 door.

I'll look at it again tomorrow, maybe plug it in and see what happens. thnx

Does not look like a GM connector
