Default Voltage issue

Hey guys my name is Eric I just bought a really clean s10 blazer with 82,000 on the clock. The thing had a couple little issues. I fixed the ac (new compressor switches dryer) just got a new 4wd vaccum switch but I have two electrical issues. First is my fuel gauger spins in circles beats up the volt meter at times. I attribute that to a faulty fuel sender and will replace with a AC DELCO fuel pump. My next issue is my volt gauge doesn't read 14volts. Sometimes when I start it and it's cold it'll read almost at 14...but most of the time it's down to almost 10. I put a new advance auto gold battery...and a new advance auto alternator also a new belt. The old one squeaked like a hamster was stuck inside when u would spin it by hand and really loud when it was spun by the engine. So now my question is are these two issues related? Or do I have a separate issue. Truck starts fine...hot or cold. Drives decent. I did notice the gauge ticking back n forth with the turning signals going. It's a 96 s10 4 door 4x4 4.3 vortec with a 4l60e trans...thanks

get a external voltage gauge and check it at the battery when its reading low. my 1990's gauge is all screwy like that it charges at a hair under 12 and sits around 9 with the key on but checking it at the battery everything is ok. so as long as my gauge moves up when i start it i know its charging... also i think every old chevy i own does the volt gauge dropping when using turn signals
