Windshield wipers turn on upon ignition
I have a 99 4wd blazer and whenever I turn on the vehicle in the mornings the windshield wipers come on at about medium speed. There is no way, to my knowledge, to turn them off. If you turn the wipers to a faster speed they will go faster but will not go at a lower speed or stop. After about 3-4 minutes the wiper speed begins to decrease gradually until they finally come to a stop.
After I have driven to work and its been a few hours I can go back out and start it up again and the wipers will not come back on, it only occurs during the mornings when I first turn it on and then for a couple hours after that, 3 hours seems to be the limit. Any help would be awesome!

Mine did that because of the multifunction switch. When you turn the wiper switch ring thing, can you feel each individual setting distinctly, or does it seem to slip?
If it feels secure, it could be the pulse board on your wiper motor. I'd simply unplug it until you can get the part for it.

Sounds more like the board & condensation is causing a circuit to jump or a loose connection. After it's warm the connection expands & makes contact. Cold, it compresses & makes the wipers do funky things.
It working properly after it's warmed up doesn't lead me to think it's the multi function, more the board under the hood.
The MFS is on or off, has no circuitry that should cause that. The printed circuit board does though & it's exposed to the elements more than the MFS. IMO

I'm having the same problem with mine someone tried stealing my windshield wipers and ever since after that they been acting weird and now when I shut them off they still go I took the fuse out and now it stopped but when I put the fuse back in the to at high speed and the control on the inside feels good but idk how to fix it
