Default Brake powerbooster question...

90 Pontiac 6000Le. I think I have a bad power booster. Just want to be as sure as possible. Pedal is hard when pressing down on it. While the car is off AND while running. Can I pull the vac hose and should there be vacuum there? Haven't done that yet. Just getting ideas before I blow $75 on a new one, Thanks. Any additonal checks I can do are appreciated as well.

it sure sounds like the booster had failed, and yes there will (should) be vacuum there.

have you tried pulling off the hose (and plugging it) to see if your brakes are responding the same way?
