It's not just getting cars that do less then 18MPG off the road, there are other ways of looking at it. The US has already given $$ to the car industry and it's made little or no difference, this way not only is it all car makers but it also parts that need to be made.
Say 20,000 new cars are sold, thats parts for 20,000 cars that need to be made, spare parts for 20,000 cars that need to be made, etc etc. So it all trickles down and now another 2 billion thats even more cars, parts, etc, etc. Is that not better then just giving car makers a blank check?
But there is also a down side. What do you pay for your vehicle license tax on your old truck? And if you got a new one? In the USA is the vehicle license tax not based on the value of the vehicle.
Just my thoughts.

if i payed less in taxes i'd be able to buy more things and stimulate the economy
personally i dont think goverment owes anyone anything,

(2)DISPOSITION OF ELIGIBLE TRADE-IN VEHICLES
(A)IN GENERAL- For each eligible trade-in vehicle surrendered to a dealer under the Program, the dealer shall certify to the Secretary, in such manner as the Secretary shall prescribe by rule, that the dealer-
(i)has not and will not sell, lease, exchange, or otherwise dispose of the vehicle for use as an automobile in the United States or in any other country; and
(ii)will transfer the vehicle (including the engine block), in such manner as the Secretary prescribes, to an entity that will ensure that the vehicle-
(I)will be crushed or shredded within such period and in such manner as the Secretary prescribes; and
(II)has not been, and will not be, sold, leased, exchanged, or otherwise disposed of for use as an automobile in the United States or in any other country.

if i dropped a mild 350 in my truck i would most likely get better fuel economy

I don't have any issues with the program. I believe the intention to be good.
HOWEVER, the businesses that sell parts for older vehicles will only jack up their prices knowing used parts will be hard to get.
If I was the legislator, I would just insist the engine be destroyed & chassis cut in half. Let the scrapyards sell the rest. At least people can then still get the other bits they need.

but still.....there are a lot of people that can not afford a new car payment. Scrap the block but leave the rest so people can at least keep the car running as long as poss.
I agree with you packofqtips and what you said, I was just pointing out it's better then giving the car makers a blank check. What ever the gov do to try and get the economy back on track there will be a group of people not liking it, I just think this is one of the better ways of helping, far from perfect just better.

I think it is a sham.. more money for the deficit.
Yes it will cause people like me with an 01 Blazer to pay more for parts be it new or Junk Yard parts..
And people who are buying new cars with this program are buying toyota's and such NOT Goverment Motors (GM), Chrysler or Ford's...
Things are REALLY REALLY screwed up! It's like the USA was turned upside down REALLY REALLY fast!!!
