Default No A/C in eclipse

My friend has an 03 eclipse and the ac isnt working. So he had me take a look at it. It was low on refrigerant so i evacuated the system and did a vacuum test which it passed. Then i recharged the system and it still doesnt work. The compressor clutch is engaged but the system isnt building any pressure. Both high and low side stayed at just under 100. Any ideas what it could be. My guess is a bad compressor but i want another opinion before he spends the money on one.

Is the compressor making any weird noises? It pretty much has to be the compressor though.

No, it doesnt make any noise that i can hear. I guess ill put a compressor on it and hope it fixes it.
