Default rejetting carb?

i have a 2002 xr650l and the previous owner took all the emission stuff off, charcoal canster, emmissions pump, and various other hoses. He had a kit that gave him all the pluggs and a scematic of the rewiring of the hoses. It's all hooked up right but the bike is kinda boggy if you run it without any choke, and perfect with about 1/4choke. So would this constitute for a rejetting of the carb? Or would a fine tune of the piolet screw fix this? and yes the carb is clean.

I'd recommend asking this question on a bike forum.

Just throwing that out there.

eh you never know this forum surprises me sometimes. We played with the piolet screw and got it running perfectly.
