Default 2000 Blazer 4x4 4dr advice. Lift? tires? Spacers?

First blazer I have owned and I need a little advice. It's got 30 9.50 15"s on it. I just ordered 2" spacers and I want to tweak the torsion bars and lift the back (I'm on a serious fixed budget right now lol) so what should I do to lift the back blocks or what? And with it being lifted would 31 10.50's fit without rubbing?
