As for the roof rack with no bikes on the roof. ive only ever taken the box off for the highway once in 3 years, so i dont really have any credible data to come to a conclusion on the fuel economy. into a strong headwind with no box i had 15.57 L/100km, on the way back i didnt have as strong of a headwind (i dont remember the exact conditions) but got 12.42.
now in the summer went to edmonton with the box and 2 bikes on the roof and my economys were 14.16 13.88 14.56 15.99 13.23 21.14 15.71 15.20
Thats with an 18 cu foot box (thats literally the most expensive one thule makes and is expensive and super aero, its actually made in germany for use on the autobahn (its tested speed rated up to 240kmh, if only the blazer when that fast, lol)
now with an 11 cu foot box on the roof, a lower end model from thule on the highway i got values like.

LOL, so you can make whatever you want from that, i have NO values for fuel economy prior to my roof rack on the highway, and the values after have always been super hard to compare because some are with my old tires, newer ones with a slight lift, knobbyer tires, no wind valence on the front, k and n filter, dual exhaust, etc.
If i remember correctly when i first added the box i did not really notice a huge difference in fuel economy, i find factors like wind way more influential. But in conclusion to all of this i would say at the WORST i would expect an extra 2L to the 100 km, 1L is probably a bit more realistic.
