02 Blazer, side window surround, whats it made of?

Default 02 Blazer, side window surround, whats it made of?

I have a 2002 ZR2 and around the side window glass the body pannel is rusting. I am not sure what material the pannel is made of as it needs to be sanded and repainted. A magnet will not stick to it so it has me lost as to what it is made of. My fender flares are also begining to lose it's paint and I believe they are made of plastic. The roof rack also needs paint.
