Would door panels from a 98 up fit my 95? As long as it had the same options? The inner door latch positions the same? Will the rods match up?

Yes they should! There's always the possibility something won't be exact but they should work.

 

The 98+ panels are made to have the door locks move vertically, where prior to that, they move horizontally. I'm not sure if they changed the arms in the door, or if it's some kind of lever action built into the panel.
