Default luggage rack removal

I've loosend the 8 tork screws for the luggage rack mounts and can't seem to actually remove them. The mounts are still held to the body quite well, I can't seem to even budge them at all. What's going on? It's a 1991 S-10 Blazer. Any help is appreciated. Thanks.

check to see if those screws were just holding down a cover. maybe try prying up on the area a little bit where the screws came out of there maybe a bolt under there

Thanks for the reply. Turns out there is a type of insert / rivit that's attached to the roof metal and those had broken away and were just spinning in place. I figured something like this was happening but didn't know if there were nuts one could get to from underneath the head liner. After prying up a bit we noticed those inserts started coming out of the roof so we ended up just prying the whole rack off. Now it's time to figure out if I should just bondo the holes over and go without a luggage rack or figure out a way of repairing the roof and what hardware to reattach the rack. I'm repainting the truck right now and looking back I guess I should have just taped everything off instead.
