I have a 2000 blazer that is starting to form some rust. I want to clean off the rust and bedliner from the body line down. I was wondering if it is best to strip it down to bare metal before appling the bedliner or if i should just ruff it up then apply. Thanks.

 

Take the rusted areas down to bare metal, primer and rough it up. The rest rough up.

 

Correct, if you dont remove ALL the rust, it will keep rusting whether there is liner over it or not. would be a waste of money and time
